The device comprises a sludge storage tank, a sludge thermal dehydration machine and a belt conveyor, wherein a sludge pipe is arranged between the sludge storage tank and the thermal dehydration machine and is provided with a sludge pump; the sludge thermal dehydration machine is provided with a spiral preheating pipe at the bottom and a spiral steam heating pipe at the upper part, and a water return pipe is arranged under the spiral steam heating pipe in the sludge thermal dehydration machine; and one side of the sludge thermal dehydration machine is provided with a sludge cooling tank in which a cold water injection pipe is arranged. By using the device disclosed by the invention, the dehydration rate of the sludge is increased, the dehydrated sludge structure is compact, and the sludge is small in size and convenient in transportation, storage and treatment.
