The preparation method comprises the following steps: (1) mixing the ductility improver and the aromatic oil to prepare a ductility improver mother liquid; (2) mixing the ductility improver mother liquid, the chemical modifier, the chemical additive, and the matrix asphalt to react to prepare the high-viscosity modified asphalt.
