The fiber array apparatus comprises a substrate, a cover plate and M*N fibers, wherein the N expresses the number of fiber layers and M expresses the number of fibers in each layer of fiber array; and the number of fibers in each two adjacent layers of fiber arrays are equal. The substrate and the cover plate are flat plates. The 0-layer fiber array serving as a bottom layer is fixed at the substrate; fibers of the Sth-layer fiber array are fixed in grooves that are formed among adjacent fibers in the (S-1)th-layer fiber array and thus the fibers of the Sth-layer fiber array and the fibers of the (S-1)th-layer fiber array are staggered and are tangent, wherein the S is equal to 1, 2, ...or N. According to the invention, with the two-dimensional V groove-free fiber array apparatus, the expensive substrate with a V-shaped groove is not required, thereby substantially lowering the batch production cost of the fiber arrays; the spatial size between the substrate and the cover plate is effectively used; the fiber array density is improved; and the two-dimensional V groove-free fiber array apparatus is the great important application to the beam shaping technology and the planar optical waveguide technology.
