The invention discloses a device for relieving or preventing blockage of an external tubular ultra-filtration membrane; the device comprises a water inlet pipeline, a membrane connecting part, a membrane component, a water outlet pipeline, a thick water pipeline and a measurement component; at least one drain outlet for discharging sundries deposited at the water inlet end of the membrane component is arranged at the water inlet side of the membrane component; the drain outlet is at the bottom of the pipeline; a drain valve is installed on an external pipeline of the drain outlet; and at least one cleaning hole is formed at one side of the drain outlet. Compared with the prior art, few pipelines and valves are only additionally arranged in the device disclosed by the invention; investment is very low; blockage of the tubular membrane is relieved through hydraulic washing and draining; compared with physical closed washing, the effect is better; cleaning is simply controlled through manual control of limited and proper valves or self-controlled programs; and the device disclosed by the invention is very convenient to operate.
