The cooling and setting device consists of a vacuum setting device and two cooling devices, wherein the two cooling devices are two closed annular water or oil jackets; the vacuum setting device is an annular closed chamber; the two closed annular water or oil jackets are respectively connected with two ends of the annular closed chamber to form an overall structure; the annular water or oil jackets are provided with multiple water/oil inlets or water/oil outlets which are uniformly distributed; a joint connected with a vacuum machine is formed in the annular closed chamber; and small holes or linear grooves which are regularly distributed are formed in an inner side wall of the annular closed chamber and are communicated with the annular closed chamber. According to the device, high-temperature parisons extruded from a film blowing machine head have fixed geometrical shapes and sizes, and the stone paper wallpaper base material which accords with related size and quality standard is obtained.
