The system comprises an intelligent POS application platform (100) which is provided with an application management module (101) and an application signature module (102), and an intelligent POS terminal (200) which is provided with a hardware safety module (201) and a safety authentication module (202), wherein the hardware safety module (201) is used for at least pre-saving a root certificate public key file and an operator certificate public key file; the safety authentication module (202) is used for performing safety authentication on a signed application by using the operator certificate public key file saved in the hardware safety module when the signed application is downloaded into the intelligent POS terminal; and the operator certificate public key file is signed by a root certificate private key file. The multi-application safety management method is safe, reliable and extendible.
