The invention discloses an intelligent dispatching and application management system of urban public bicycles and an implementation method thereof. The system comprises a scheduling management center, a server and a client. The implementation method comprises the following steps: S1, establishing a station bicycle site selection and initial bicycle configuration model, and obtaining a primary initial value of each station; S2, establishing a station bicycle operation optimization model, and carrying out virtual operation on the result obtain in the step S1 to obtain the initial value of each station capable of maximally meeting the user demand; S3, operating the system, and using the client to reserve, borrow and return bicycles; S4, using the result obtained in the step S2 as the initial value of each station to generate a static scheduling scheme by the scheduling management center; and S5, when operating the system, detecting the number of the bicycles at each station, when the number of the bicycles is lower than a certain numerical value or the number of empty parking plots is lower than a certain numerical value, generating a dynamic scheduling scheme. The intelligent dispatching and application management system disclosed by the invention satisfies the travelling demands of people on one hand, facilitates the unified management of the system on the public bicycles and conforms to the green and low-carbon development direction.
