A segmented governance manner is adopted for the small river sand excavation slash in the low-water period, and therefore governance difficulty is effectively reduced. The biodegradable straw matting is laid in a combined manner. An excellent habitat is provided for the submerged plants, other animals, plants and microorganisms, and biological diversity is improved. Pioneer species and successional species are combined, and therefore succession and evolution of the submerged plants are facilitated, and the method is an economical and effective ecological restoration method for the river sand excavation slash.
