The power-on of the electric-arc furnace is implemented at the lowest gear; only a two-phase power-on mode is adopted in the starting of the electric-arc furnace; when the two-phase power-on mode is converted into a three-phase power-on mode, a 60-ton electric-arc furnace is adopted for a transitional effect; before the 140-ton electric-arc furnace is powered off and taken out the furnace, the 60-ton electric-arc furnace is also adopted for a transitional effect, and then the 140-ton electric-arc furnace can be powered off; the 140-ton electric-arc furnace is required to be subjected to upshift and downshift gradually according to the power-on modes; and the 60-ton electric-arc furnace is prohibited from being powered on during the normal power-on period of the 140-ton electric-arc furnace, and smelting is carried out by an oxygen-blowing operation.
