According to the method, the equal-volume operational feasibility of all channel pools of the accident section upstream during emergency regulation and control is evaluated; the equal-volume operational mode is introduced in parts of channel pools, the sluice group regulation and control method with the equal volume and constant water level operation mode before the sluices being in series-connection operation of the same channel is implemented, and thus the channel can be switched safely and efficiently from the normal water delivery state to the emergency water delivery state. By the adoption of the method, repeated filling and emptying of the storage volume in the emergency transition process are avoided, regulation and control efficiency is improved, and operation cost is reduced.
