The handheld remote controller sends instructions which are transmitted to the central processing unit through the communication module, and the central processing unit controls the speed, course, relative position to water and the like of the power subsystem according to data acquired by the sensors and controls the garbage collection and conveying device to realize garbage collection at the same time. The water surface is divided into a no-garbage area, an offshore garbage area and an inshore garbage area according to garbage distribution conditions, and an operator selects corresponding modes through the handheld remote controller; then a propeller is controlled to discharge outwards to generate waterhead, the course is adjusted to aim at to-be-collected garbage, and the garbage is collected according to the downstream characteristic of floating garbage and conveyed into a cabin through a conveying belt.
