The method comprises steps of erecting an AIS base station and a radar device in a cross section of a to-be-detected traffic flow, selecting a rectangular region including the cross section and covering the rectangular region through AIS signals and radar signals; in the rectangular region, using the AIS to acquire dynamic data and static state data; using radar scanning to calculate ship speed, navigation angle, position and size of each ship; through history ship information, using the depth learning method to fuse the data obtained through the AIS and the radar and carry out classification identification; and identifying the ships passing the cross section and determining traffic flows.
