The method provided by the invention applies a vehicle dissipation rule; vehicles standing in a queue start to dissipate successively from stop states, thereby forming continuous variables; and when a driving state of a next vehicle at the tail of the queue, not in the queue, does not conform to the vehicle dissipation rule, a discrete variable is generated, so that the position of the discrete variable is the position of a vehicle at the tail of the queue, and the maximum queuing length can be determined.
