The mooring tower is fixedly and vertically arranged on the sea floor and exposed above the water surface, and the buoyancy mechanism floats on the water surface and is located between the mooring tower and a ship. The two ends of the mooring leg are rotatably connected to the ship and the buoyancy mechanism separately, one end of the mooring arm is connected to the buoyancy mechanism, and the other end of the mooring arm is rotatably connected to the mooring tower.
