The polyvinyl alcohol base film has good compactness, gas barrier property, light transmittance, elongation, tensile strength and unique water-soluble degradability, paraffin wax having good waterproof performance is used on the surface of the polyvinyl alcohol base film for waterproofing moisture-barrier purposes, and especially some micro-fertilizer ingredients that can promote plant growth are added, so that the PVA-based controllable-degradation and fertilizer-transforming express packaging film can be controllably degraded into a soil improver, alsohelp wastes resource utilization, and becomes fashionable home flowers, vegetables, forest micro-fertilizers.
