Through the abovementioned arrangement, water is separated by utilizing the vertical drainage pipeline in a vacuum environment, middle-layer water of a soft soil foundation can be substantially completely removed, and the bottom ofthe soft soil foundation is grouted to reinforce the deep-layer foundation and to block upward water penetration paths, thus reducing adverse influences of water on the foundation. The quick lime is buried in a shallow layer of the soft soil foundation and can fully absorb water in the shallow layer, so that overall water removing of the soft soil foundation is more completely.
