The device comprises a suspension barrel; a rotary shaft is rotationally arranged on the bottom wall of the suspension barrel; the top end of the rotary shaft is connected with a water inlet pipe; a water spray pipe is arranged on the rotary shaft and provided with a spray nozzle; the rotary shaft is coaxially and fixedly connected with a connection shaft which is provided with a watercollection device; the bottom end of the connection shaft is provided with a scraping assembly for scraping off slurry on the inner wall of the casing; and the suspension barrel is internally providedwith a drive source for driving the rotary shaft to rotate.
