An assembly formed by injecting an electrolyte to a dry manganese plate and covering the manganese plate with a shell is fed to the permeation table through a feeding mechanism, by means of two conveying belt groups moving back and forth intermittently and a line shifting mechanism, after a few minutes of permeation, the electrolyte permeates the manganese plate fully, and the requirement for dry manufacture of cells is met.
