The vortex steam seal is characterized in that vortex steam flow is formed by adoptingthe labyrinth vortex cavities; vortex flow channels are formed through the high teeth and the low teeth which are radially arranged in parallel, and therefore vortex steam flow and steam flow which axially enters the steam turbine generate 90-degree collision sealing; the high teeth with the high tooth oblique tips are adopted, therefore, the shaft clearance is further decreased, and meanwhile collision and wear damage of a shaft and the high teeth in the steam turbine starting process can be effectively prevented; the flow guiding oblique teeth incline 35 degrees to the steam flow in the reverse direction, and then the steam flow is fully guided into the labyrinth vortex cavities; and turbulent flow vortex steam flow is fully formed by adopting the turbulent flow small teeth and the turbulent flow oblique small teeth, and therefore the sealing efficiency is effectively improved.
