Oxidation reaction occurs in an oxidation chamber in the electrochemical reactor. Iodic acid is oxidized so as to generate periodic acid. Reduction reaction occurs in a reduction chamber. Elemental iodine is reduced to generate hydroiodic acid, and the storage battery is in a discharge process which is reverse reaction of the above reaction. A start point and an end point of the reaction can be controlled via a potential value during a whole process. The device can be used for making large and ultra-large power storage devices as needed and can be used for peak load regulation, surplus electricity can be stored to meet peak power consumption demand, the elemental iodine is a high-value raw material, the battery can be recycled after being scrapped while neither economic value loss nor hazardous waste is caused, and benefits for environment protection can be brought to the society.
