The method includes: obtaining first baseline range data of a primary satellite and a reference satellite, second baseline rangedata of the reference satellite and secondary satellites and orbital elements of the primary satellite; determining orbital elements of the reference satellite according to the orbital elements of the primary satellite and a first baseline range; determining orbital elements of the secondary satellites according to the orbital elements of the reference satellite and a second baseline range; and realizing the hybrid formation configuration of the primary satellite and the secondary satellites through two times of determination of the orbital elements.
