When a voltage is applied to the lower transparent planar electrode, electric field distribution with non-uniform space is generated in the isotropic liquid crystal layer through the voltage division effect of the conventional resistive layer, so that the refractive index distribution in the liquid crystal layer ischanged. Gradient refractive index distribution is generated in the isotropic liquid crystal layer through the dielectric layer, and parabolic phase distribution is obtained.
