The invention relates to a testing device and method for horizontally simulating a layered stratum slurry permeation dynamic film forming process and measuring the time-space dynamic change of the mechanical property of a soil body during slurry permeation and the change of the microstructure of the soil body before and after slurry permeation. The device comprises a test transparent cylinder, a pressurizing mechanism, a soil body measuring mechanism, a scanning electron microscope and a supporting mechanism. The testing device and method can simulate the layered stratum in actual engineeringby adding different types of soil bodies, measure the time-space dynamic change of the soil pressure and the super-pore water pressure in the slurry permeation process and observe the layered stratumslurry permeation dynamic film forming process; and the testing device and method can eliminate the error caused by dead weight and improve the accuracy.
