After determining that the CE device connected with Ethernet links joins in a multicast group of a multicast stream, the first PEdevice determines bandwidth occupation conditions of a plurality of Ethernet links included in an ES to which the Ethernet links belong, and then determines the PE device corresponding to the Ethernet link with the least multicast flow bandwidth occupation as a DF of the multicast flow according to the multicast flow bandwidth occupation conditions of the plurality of Ethernet links.
