According to the invention, based on the problem of complex and changeable system oscillation mode caused by large-scale fan grid connection, a disconnecting and grouping optimization control strategy considering fan access is provided; by selecting a specific place, inputting a fan capacity with proper power, influencing system power flow distribution situation and changing the consistency relation between nodes, a disconnecting decision range is limited in a certain area, so that it is ensured that a unit is not grouped under small disturbance, the grouping section can be centralized at a large probability under large disturbance, and the control capacity of splitting disconnecting device is improved; based on a slow consistency theory calculation system state characteristic value and a characteristic vector, a slow consistency correlation matrix is formed,so that electrical connection of all nodes is comprehensively reflected; and a double-layer planning model is built through an improved intelligent optimization algorithm, and the consistency of theunit is improved by planning fan access points and access capacity distribution, so that the purpose of narrowing the disconnecting decision range is achieved, and the method has important significance in maintaining safety and stability of the system.
