The method comprises the following steps: adding chitosanoligosaccharide into serum albumin, performing uniform mixing in a solvent, and regulating the pH of the mixture to be 5-9. The invention further provides a foaming agent. The foaming agent is a serum albumin/chitosan oligosaccharide system, namely a mixed solution with the pH of 5-9 prepared by dissolving serum albumin and chitosan oligosaccharide in the solvent.
