The retracting and releasing mechanism comprises a tying rope and is arranged in the knapsack; the inflating mechanism comprises an air bottle and an inflating pipe, the air bottle is arranged in the knapsack, the input end of the inflating pipe is connected with the air bottle, and the output end of the inflating pipe is communicated with the floating main body; the load cabin comprises a cabin body and a plurality of components used for investigation and communication, the components are connected with the cabin body, the bottom end of the cabin body is connected witha tether, and the top end of the cabin body is connected with the floating body.
