The method comprises the steps that ameteorological data set and a traffic flow data set of a predetermined area are acquired; inputting data in the meteorological data set and the traffic flow data set into a machine learning model so as to determine traffic flow data in preset time; and determining the traffic recovery capability based on the traffic flow data of the predetermined time. According to the invention, massive meteorological data, travel data, traffic data and the like can be effectively utilized to optimize the depth sequence model; the traffic network condition after extreme weather and the recovery performance ofthe traffic network are simulated and predicted through the depth sequence model; the specific condition and change trend of an urban traffic network are mastered for urban traffic management departments before, during and after disasters caused by extreme weather, and more effective emergency preparation, response and treatment plans can be established.
