The device comprises a sealed container, an endcover assembly and a hydraulic lifting mechanism, wherein the sealed container is used for containing hydraulic oil, the end cover assembly is connected to an opening in the top end of the sealed container in a sealed mode, and an elastic gasket is arranged on the lower surface of the end cover assembly; the end cover assembly and the elastic gasket are further provided with ventilation openingsused for communicating with the interior of the sounding pipe; the hydraulic lifting mechanism is arranged in an inner cavity and positioned below the elastic gasket, and comprises an oil filling shell and a lifting table; the oil filling shell is provided with an oil filling cavity used for containing hydraulic oil, and the oil filling shell is further connected with an oil pipeline; and the lifting table or the oil filling shell is used for abutting against the end part of the sounding pipe.
