The method comprises the following steps of: firstly, comprehensively considering recovery targets in three aspects of a main unit, a transmission network load and a distribution network load in a system, and establishing a mathematical model forcoordinating the recovery effect of a transmission network layer and a distribution network layer; and then, by introducing a penalty function, changing the output of the distributed power supply to the transmission and distribution network at different stages, and realizing multi-stage transmission and distribution network coordination recovery. A hierarchical sequence method, a backtracking algorithm and a greedy algorithm of multi-objective optimization are combined to carry out optimization solution on the whole transmission and distribution network coordination recovery process. Accordingto the method, the utilization rate of a black-start power supply in a power system after blackout can be improved by changing different outputs of the distributed power supply to the power transmission and distribution network in different stages of blackout, coordinated recovery of the power transmission and distribution network is realized, the recovery efficiency of the power system can be improved, recovery of the power system can be accelerated to a certain extent, and a series of losses caused by blackout are reduced.
