The method comprises the following steps: step 1, establishing a PV cell model and a fitness function; step 2, based on the measured output IV data, predicting output data of the PV cell through a BP neural network; and step 3, identifying the parameters of the PV cell by using an IEO algorithm until the convergence condition of the IEO algorithm is reached, and finally outputting the identified optimal parameters. The technical problems that in the prior art, optimal parameter recognition cannot be achieved, and local optimum is likely to happen are solved.
