The device comprises a metal sheath tube, a steel wire, a control handle and an outer tube, wherein a second elastic metal cutting blade is arranged on the tube wall of the front end of the metal sheath tube; the steel wire penetrates through the interior of the metal sheath tube; a first elastic metal cutting blade is arranged at the front end of the steel wire; the control handle is mounted at the tail end of the metal sheath tube, connected with the steel wire and used for controlling the steel wire to be pulled; the outer tube is connected to the outside the metal sheath tube in a sleeving and sliding manner and is used for controlling the contraction or expansion of the first elastic metal cutting blade and the second elastic metal cutting blade; and the device further comprises a power input end. According to a hot excision principle, the distance between the first elastic metal cutting blade and the second elastic metal cutting blade is controlled and tightened, hot excision is carried out on the two ends of a membranous stenosis of an anastomotic stoma under an endoscope, excision of a stenosis part can be completed at a time, and the device has the advantages of being short in time, little in patient pain, thorough in excision and the like.
