The device comprises a steel ladle cover, a capping and uncapping mechanism and a PLC system, wherein the capping and uncapping mechanism comprises a rotating component and a lifting component, and the rotating component comprises a rotating base, a rotating cylinder and a motor; the lifting component comprises a lift arm and an electro-hydraulic push-pull rod, the lift arm is hinged to the rotating cylinder, the first end of the lift arm is hinged to the electro-hydraulic push-pull rod, and the second end is used for being connected with the steel ladle cover; the PLC system is connected with the electro-hydraulic push-pull rod and the motor; and under the control of the PLC system, the electro-hydraulic push-pull rod controls the lift arm to ascend and descend, and the motor drives the rotating cylinder to rotate, so that the rotating cylinder drives the lift arm to rotate.
