The system comprises a WAP server for providing a mobile terminal mark for the system; an EPG server for providing a gateway accessing the service for the mobile terminal; and an SMS server for storing and managing the IPTV account of a subscriber, storing and managing a mobile terminal mark associated with the IPTV account, and authorizing the right of the mobile terminal accessing the service. The methodcomprises the following steps: accessing the WAP server by the mobile terminal; determining the service right of the mobile terminal by a system side; accessing the EPG server by the mobile terminal to request the use of a specific service; and responding to the service use request by the system side and providing the service.
