The invention discloses a method for realizing a downward control channel in a wireless communication system, which comprises the following steps: a base station determines a downward subframe unit containing a control channel and sends the position information of the control channel in a unit frame in superframe control information, wherein the downward subframe unit comprises a basic resource block; the basic resource block consists of two-dimensional resources of time domain and frequency; and the base station sends a control message and data on the control channel and the basic resource block occupied by data in a frequency-division multiplexing mode. The invention provides a novel control channel design, solves the multiplexing problem of the control channel and the data in a conventional broadband wireless access system and can promote the power of the control channel as required, guarantee the reliable transmission of the control channel, maintain the fixing of the basic resource block in the subframe unit and further reduce the expense of resource distribution.
