A short message service data center DCS is used for receiving a text short message and triggering a service processer; the received number and the text short message content are transmitted to the service processer; the service processer is used for finishing a service control function; a TTS request is transmitted to a TTS system, and the text short message content is sent to the TTS system; when a success information is received, origination receives the number, and SSP is notified to play the voice file to a receiving terminal; the TTS system is used for converting the received text short message content to the voice file and stores the voice file into the SSP-related media device so as to return the success information and position information to the service processer; the SSP is used for storing the voice file and plays the voice file to the receiving terminal after receiving the playing notice.
