The invention relates to a method and a device for address conversion, wherein the method comprises steps of pre-defining a group Quality of Service (QoS) level policy by a policy presetting device; correspondingly dividing the address resource into multiple address groups by an address distributing device based on different QoS levels in the QoS level protocol, wherein each address group corresponds to a QoS level queue; analyzing the received group by a service / user identifying device so as to acquire the information related with the group QoS level policy; scheduling the queue by a queue device based on the group QoS level policy and information related to group QoS level policy, sending the queue composed of groups with the same QoS level to the address converting device; and based on the QoS level of this queue and the address resource corresponding to the QoS level, performing address conversion on each group in the queue composed of groups with the same QoS level.
