In the method, a remote network manager transmits a downlink management message for a remote management ONU to an OLT (Optical Line Terminal); the OLT receives and encapsulates the downlink management message in an Ethernet message with a protocol parameter to be transmitted to the ONU; and the ONU receives the Ethernet message and extracts the downlink management message from the received Ethernet message according to the protocol parameter for processing, thereby realizing remote management.
