The method comprises the following steps of: (1) weighing each component according to the proportion, adding a part of the water-based resin into an agitating tank, adding the dispersant, adding the pigment with agitating and uniformly dispersing the materials; and (2) grinding the materials uniformly dispersed by step (1), adding the left materials,agitating uniformly, adjusting the pH of the mixture, standing, filtering and packing.
