The method comprises the following steps of: cutting a high slope or abrupt slope according to a gradient situation of a lakeside line so as to enlarge the longitudinal depth of a vegetation revetment as much as possible; selecting different types of vegetations for restoration for different high-elevation regions according to a fluctuation rule of water level of a lake reservoir; restoring vegetation consisting of different types of trees, shrubs and grasses or mixed vegetation for the beach line above the highest water level; restoring emerging vegetation below the highest water level, wherein the emerging plants with developed roots and strong fixation capacity are mainly selected; restoring the emerging plants below the highest water level; performing tunneling operation by using a dredger in the dry sea seasons after and before spring; building a plurality of earth dams leadingto the lake reservoir serving as an emerging plant restoration and growth region along the beach line at intervals; and restoring the emerging plants in a rootstock transplanting mode.
