The system comprises a measurement body, a communication interface and a data processing unit; a thermal insulation shell (1) and a thermal insulation cover (6) are connected through threads in the structure of the measurement body, and thus a closed thermal insulation cavity is formed; a measurement circuit board (5) is sealed in a polyester fiber tube (4) and is then arranged in the closed thermal insulation cavity; and a temperature and humidity sensor (3) is arranged outside the thermal insulation cover (6) and is connected with the measurement circuit board (5). When the system is applied in measurement, the temperature and humidity measurement body is arranged in a cocoon layer and moves along with cocoons, a heater in the temperature and humidity sensor (3) is started at first into a preheating stage, and then a formal measurement stage is started for measurement of the temperature and humidity; and when the measurement is completed, the data processing device reads temperature and humidity data through the communication interface, processes the data, and outputs or stores results.
