A ceramide dispersion containing: (1) ceramide-containing particles having a volume average particle diameter of not less than 1 nm but not more than 100 nm, which contain a ceramide and are dispersed as oil phase components in a water phase; and (2) a fatty acid component composed of at least one of a fatty acid having a melting point of not more than 30 DEG C and a fatty acid salt. In the ceramide dispersion, a nonionic surfactant is contained in an amount of 0 or not more than 0.1 times the total mass of the ceramide, and an ionic surfactant other than the fatty acid component is contained in an amount of 0 or less than 0.05 times the total mass of the ceramide. The ceramide dispersion has a pH of not less than 6 but not more than 8.
