This invention provides an oil-in-water
emulsion cosmetic that can stably incorporate an oil with an IOB value of 0.2 to 0.8 and which is
solid at 25°C into a liquid oil-in-water
emulsion cosmetic, providing an excellent user experience with no stickiness, tightness, or penetration. This invention is an oil-in-water
emulsion cosmetic containing: (A) an oil with an IOB value of 0.2 to 0.8 and which is
solid at 25°C; (B) an oil with an HSP distance Ra of less than 7.0 from component (A) and which is liquid at 25°C; (C) one or more components selected from the group consisting of phospholipids and
lysophospholipids; and (D) one or more components selected from
ethanol and polyols with an IOB value of 1.5 to 5, wherein the average particle size of the emulsion droplets is less than 400 nm.
