A rotor turning device (50) comprises first members (52 (52A, 52B)) serving as a fixing portion, which are provided on the inner peripheral side of the rotor turning device and fixed to a coupling hub (70), second members (62 (62A, 62B)) serving as a portion to be operated, which are provided on the outer peripheral side of the rotor turning device and to which operation force for rotating the rotating shaft of a wind power generation device (1) is inputted. A pair of first members (52 (52A, 52B)) are held and fixed to the coupling hub (70) of a coupling (16), and the second members (62 (62A, 62B)) attached to the first members (52) are shaped into a handle.
