The method comprises the following steps of: S1, establishing a main steam pipeline layout model; S2, performing the main steam pipeline layout calculation of primary stress and secondary stress calculation; S3, calculating response spectrums of working conditions of a steam hammer of the steam turbine to obtain the response spectrums of harsh working conditions; S4, taking the response spectrum of the worst working condition as a design input, arranging a pipeline damper at the maximum stress point of the main steam pipelines, and performing dynamic simulation calculation, if a result meets design requirements, performing the step S6, and otherwise, performing the step S5; S5, adjusting the rigidity of the pipeline damper, performing the dynamic simulation calculation again, if the result meets the design requirements, performing the step S6, and otherwise, repeating the step S5; and S6, outputting a pipeline damper list and a rigidity value.
