The method includes: determining a group to which at least one user equipment belongs; sending a radio resource control message to the at least one user equipment, where the radio resource control message includes group information of the group; encapsulating scheduling information of each scheduled user equipment in at least one scheduled user equipment in the group, into a MAC control element CE in a media access control MAC protocol data unit PDU; and sending control signaling to the at least one scheduled user equipment through a control channel, where the control signaling is used to schedule the MAC PDU. The base station includes a first determining module, a first sending module, an encapsulating module, and a second sending module. The user equipment includes a first receiving module, a second receiving module, and a decoding module. By using the method, base station, and user equipment of the embodiments of the present invention, scheduling information is transmitted in a group-based scheduling mode, thereby saving control channel overheads and improving utilization of resources.
