The method comprises: a radio link control acknowledged mode RLC AM sending end configured into an AM receiving an RLC AM state report sent by an RLC AM receiving end; the RLC AM sending end determining whether the RLC AM state report is a tailoring state report or a normal state report; when the RLC AM state report is a tailoring state report, performing retransmission processing according to a corresponding identity of the RLC AM state report; and when the RLC AM state report is a normal state report, performing processing according to a corresponding identity of the RLC AM state report.
