The invention further discloses the IC card writer which comprises a shell, a way circuit in the shell and a data transmission device which is arranged on the shell and used for achieving data transmission with the smart phone. The way circuit comprises a circuit used for exchanging data with the smart phone and a circuit used for completing the IC card card-writing operation.
