The diameter of the upper end hole, the average diameter of the installing hole, and the diameter of the lower end hole gradually increases. The rotating shaft comprises a shaft head, an upper shaft ring and a lower shaft ring, wherein the shaft head is in interference fit with the installing hole of the circular disk, and the upper shaft ring and the lower shaft ring are respectively in clearance fit with the upper end hole and the lower end hole of the circular disk. The upper friction pair and the lower friction pair are respectively arranged on shaft shoulders at two ends of the shaft head, and bear the circular disk when the installing hole is not in interference fit with the the shaft head.
