A section gear reset mechanism pushes the dislocated sector gear to draw close to a gear connected with the sector gear. The sector gear has a free rotating angle relative to the rotating shaft. A reverse rotating limiting mechanism which limits the rotating shaft to rotate only in the valve closing direction is triggered to fail by the timer cam of the timer.
